For 2016, E&P STC Chairman revised the committee’s strategic direction in order to advocate energy security and Thailand’s competitiveness in E&P investment, promote better understanding about the E&P industry through transparent information disclosure, encourage fair legal framework applicable for the decommissioning work while leveraging best practices and technologies to provide practical solutions for decommissioning activities. Major projects are Rigs to Reefs and Waste Stream Management.

Following the success of the Rigs-to-Reefs demonstration at Baan Chaloklum, Pha-Ngan Island, Surat Thani Province, the task force has now extended the project with an expectation that the Rigs-to-Reefs approach will be one of the preferred options for decommissioning of petroleum structures in Thailand. In the extended project, the task force will work on identifying prospective areas taking into consideration a good balance of economics, environmental, ecological, and social benefits.

The Waste Stream Management project was initiated to convert ship yards in Thailand (e.g. fabrication yard, smelting yard, etc.) into an area for proper treatment of waste generated from offshore petroleum platforms, subsea structures, pipelines, and onshore wellheads. The task force is developing “Dismantling Yard Guidelines” for relevant government agencies (Department of Mineral Fuels and Department of Industrial Works).
