The key activity of task force was to coordinated with related government agencies to strengthen the area of safety in refining and petrochemical plants. The task force has worked with the Department of Industiral Works (DIW), Ministry of Industry, under the Safety Management System for the industries Plants to review a safety-report regulation for hazardous industrial plants. The objective of this project is to provide recommendations to DIW as to revise the safety report regulation to ensure robustness in risk analysis and risk prevention measures of the plant. The study incorporated an extensive comparative study of safety report regimes of the United States and the U.K., as well as setting pilot plants from refineries and petrochemical and chemical plants in the area to participate in the trial of this new reporting system. In parallel, the task force has worked with the Industrial Estate Authority of Thailand (IEAT) in monitoring the effectiveness of the implementation of the Process Safety Management (PSM) system as required by IEAT safety regulation.
