Professional Qualifications in Petroleum and Petrochemical Business  

On March 28, 2013, Gen. Lertrat Ratanavanich, Chairman of the Committee of Thailand Professional Qualification Institute, and Mr. Pala Sookawesh, Chairman of the PTIT Council of Trustees, witnessed the signing ceremony on a project to hire advisors to establish professional qualifications and
occupational standards in petroleum and petrochemical sectors between Mr. Virachai Srikajohn, Director-General of Thailand Professional Qualification Institute (Public Organization), and Dr. Siri Jirapongphan, Executive Director of the Petroleum Institute of Thailand. The ceremony was held at the boardroom, Thailand Professional Qualification Institute (Public Organization).

This will be the first time the professional qualifications and occupation standards guidelines in the petroleum and petrochemical business are applied in Thailand. The guidelines will be used as a benchmarking tool in developing their teaching programs. There will also be a test to assess the
technicians' skill and a gap training course. This project is aimed at raising the qualifications and skills of technicians in the petroleum and petrochemical sectors as a preparation for ASEAN Economic Community integration. 

เมื่อวันที่ 28 มีนาคม 2556 พลเอกเลิศรัตน์ รัตนวานิช ประธานคณะกรรมการบริหารสถาบันคุณวุฒิวิชาชีพ และนายพละ สุขเวช ประธานคณะกรรมการอำนวยการสถาบันปิโตรเลียมแห่งประเทศไทย ร่วมเป็นสักขีพยานในพิธีลงนามสัญญาจ้างที่ปรึกษาโครงการจัดทำมาตรฐานอาชีพและคุณวุฒิวิชาชีพ สาขาปิโตรเลียมและปิโตรเคมีระหว่างสถาบันคุณวุฒิวิชาชีพ (องค์กรมหาชน) โดยนายวีระชัย ศรีขจร ผู้อำนวยการสถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) กับสถาบันปิโตรเลียมแห่งประเทศไทย โดย ดร.ศิริ จิระพงษ์พันธ์ ผู้อำนวยการสถาบันปิโตรเลียมแห่งประเทศไทย ณ ห้องบอร์ดรูม สถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน)

การจัดทำมาตรฐานอาชีพและคุณวุฒิวิชาชีพนี้ นับเป็นครั้งแรกของอุตสาหกรรมปิโตรเลียมและปิโตรเคมีในประเทศไทย ซึ่งสถาบันการศึกษาและสถาบันฝึกอบรมต่างๆ สามารถใช้เป็นแนวทางในการพัฒนาหลักสูตรมาตรฐาน รวมถึงการทดสอบช่างเทคนิคและการจัด Gap training เพื่อยกระดับคุณภาพช่างเทคนิค ให้มีความรู้
ความสามารถในสายอาชีพปิโตรเลียมและปิโตรเคมีทัดเทียมระดับสากล ทั้งยังเป็นการเตรียมความพร้อมของบุคลากรสู่การมีบทบาทในกลุ่มประชาคมเศรษฐกิจอาเซียนอีกด้วย

The Thai Cabinet endorsed the notice issued by the Ministry of Natural Resources and Environment (MNRE) on 31 August 2010 declaring the list of 11 industries as being likely to cause severe harm to the environment and surroundings.  Segments of the petrochemical industry, included as those that are likely to cause severe harm, are further classified in the notice by MNRE as follows.

Cushing, Oklahoma - the Crossroads of Oil  

During April-May 2010, global oil market witnessed an inverted relationship between the prices of two crude benchmarks, West Texas Intermediate (WTI) and Brent.  WTI crude price has historically commanded a premium of around $1-2/barrel above Brent.  However, in the 6-week period in April/May 2010, prices of WTI and Brent crudes crossed over, with WTI prices being discounted by as much as $5/barrel.  This price crossover of WTI versus Brent, though not the first time, persisted much longer with much deeper discounts.  The root cause for this inverted price relationship between WTI and Brent
crudes was the high inventory levels of crude oil stocks at landlocked Cushing, Oklahoma, NYMEX WTI’s delivery point. This article aims to provide a glimpse of the crude logistic network in the US, centering around Cushing, Oklahoma, the crossroads of US oil.
